Lowell has become the first city in the United States to be designated a “Frontrunner City,” but what does that actually mean?
According to the International Institute for Environment and Development, a “Frontrunner City” is a municipality leading the way in implementing innovative solutions, particularly in sustainability, urban development, and nature-based initiatives.
“The Frontrunner program focuses on helping cities achieve Sustainable Development Goal (SDG) 11—making cities and human settlements inclusive, safe, resilient, and sustainable,” said Mayor Daniel P. Rourke. “As we learned more about the program, it became clear that Lowell is already committed to these ideals. Much of the city’s ongoing work aligns with these goals.”
Why Was Lowell Chosen?
Lowell’s selection as a Frontrunner City stems from its potential for sustainable development. Key areas for growth include the Hamilton Canal Innovation District (HCID), Tanner Street area, MBTA overlay properties, and the Cross Point vicinity.
The city has also made strides in sustainability initiatives. Lowell’s Sustainability Division is actively working to make municipal buildings more energy-efficient, expand solar infrastructure, and implement a community aggregation program to lower energy costs while promoting clean energy.
“We hope Lowell’s participation will create a more vibrant city with more visitors, residents, and opportunities,” Rourke said.
The city has also demonstrated a commitment to progressive zoning and planning. It adopted MBTA zoning ahead of state deadlines to support increased city density and development. Additionally, Lowell completed an inclusive master planning process that aligns with resident priorities, further solidifying its forward-thinking approach.
Beyond sustainability, Lowell is positioning itself as a business-friendly city. Officials hope to increase housing development, which would generate construction jobs and entrepreneurial opportunities.
“We absolutely believe every resident of Lowell will see the benefits of participating in this program,” Rourke said.
The Path to Becoming a Frontrunner City
In November 2024, Mayor Rourke and a delegation of city officials traveled to Toronto, Canada, for the Urban Economy Forum (UEF) to explore the possibility of earning the Frontrunner City designation. The UEF, an international organization that collaborates with cities, banks, businesses, and experts to improve urban economies, partners with the United Nations to implement Sustainable Development Goals.
“This global initiative drives sustainability and urban innovation, connecting cities to worldwide expertise and investment. If successful, Lowell could see transformative economic development on a scale rivaling—or surpassing—the $800 million UMass Lowell LINC project,” Rourke said in a public statement posted on Facebook.
On Saturday, Feb. 8, Rourke and City Manager Thomas A. Golden Jr. returned to Toronto to finalize the decision. Three days later, on Feb. 11, the City Council officially announced that Lowell had become the first Frontrunner City in the U.S.
“This is the creative, innovative thinking that this council has encouraged,” Golden said. “This administration will strive to deliver future investment from the Urban Economy Forum, bringing an amazing transformation to our city. It will increase vibrancy, enhance economic growth, and strengthen social development.”
A Lack of Public Awareness
Despite this historic recognition, many locals were unaware of the city’s involvement in the initiative.
“It’s unfortunate that the gap between what’s happening in city hall and the community is so wide. Most people have no idea what this means,” said Lowell resident Jose De Jesús Cervantes.
Golden hopes representatives from both the UEF and the U.N. will visit Lowell within the next eight to 12 weeks for a formal announcement. Rourke anticipates a larger ceremony in the fall.
