This month’s Wellpoint All-Star, the monthly feature where our friends at Wellpoint recognize City of Lowell employees who toil behind the scenes to make our city and our community a better place, is Victor Vargas.

Victor, the Energy Advocate for the city, works closely with Sustainability Director Katherine Moses, helping secure grants and offering personalized assistance to residents and small businesses seeking solutions for their utility bills.
