- We invite everyone to share your thoughts on community and housing projects in the City of Lowell for the next five years (Fiscal Years 2026-2031). The U.S. Department of Housing and Urban Development allocates approximately $3 million annually to the City of Lowell to fund projects that create sustainable living environments and economic opportunities for low- and moderate-income residents. To ensure these funds are used effectively, we need your feedback on which types of projects would make the most impact in your neighborhood and community.
