Lowell – The City of Lowell is pleased to announce the appointment of Mr. William “Will” Rosenberry to the position of Director of Elections.
Mr. Rosenberry’s extensive experience and deep understanding of municipal, state, and federal elections will be invaluable to the Election & Census Commission at City Hall, furthering the City’s mission to engage the residents of Lowell in the democratic process.
The City received 12 applicants for the Director of Elections position. From this competitive pool, five candidates were selected for interviews by the committee, which then forwarded its recommendations. Among the strong candidates, Mr. Rosenberry’s exceptional qualifications and experience stood out.
Mr. Rosenberry previously served as the Elections Services Manager with the Massachusetts Secretary of State.
Since joining the Secretary of State’s office in 2006, he has established himself as a leading expert in municipal and state elections across the Commonwealth. His comprehensive knowledge of election laws and regulations, coupled with his hands-on experience over a 16+-year career, makes him uniquely qualified for this role.

The City would also like to take this opportunity to recognize and thank Mr. Greg Pappas, the outgoing Director of Elections, who is retiring. Mr. Pappas has guided the City through elections with professionalism and commitment. We extend our deepest gratitude for his exemplary service to the residents of Lowell.
Mr. Rosenberry officially began his duties as Director of Elections on Thursday, August 1, 2024. We look forward to his contributions to the City of Lowell and to his leadership in ensuring fair, transparent, and accessible elections for all residents.
