(Story updated at 1pm): Video surveillance showed the break-in occurred at around 5am. The individual, believed to be a male, was seen attempting to sleep on the stairs and the welcome desk in the lobby. LPD sources tell InsideLowell a warrant has been issued for the suspect on charges of “Breaking and Entering Daytime and Malicious Destruction of Property.
The main entrance to City Hall is currently roped off and closed early this morning, as Lowell Police work the scene of what is believed to be a case of breaking and entering during the overnight hours.
The perpetrator is believed to have entered the building and left a backpack near a bench inside the lobby, along with a yellow substance along multiple spots of the floor. LPD found nothing dangerous in the backpack, but did find an ID and narcotics it.
A check of the facility found no other apparent signs of vandalism or theft.
As of 8:45am, officers were still actively investigating the scene and reviewing security footage from both inside and outside City Hall to determine exactly when the incident occurred and identify any suspects.
Meanwhile city workers were cleaning up the area to prepare for a scheduled flag raising at 10am this morning.
For the time being, anyone needing to conduct business at City Hall is able to enter through the Merrimack Street entrance or the side door at JFK Plaza.
