Allison Lamey is leaving the Lowell Development Financial Corporation (LDFC) and the Lowell Plan in May to take on a new role as Deputy Commissioner of Administration and Finance at the Division of Capital Asset Management and Maintenance (DCAMM) for the Commonwealth of Massachusetts.
Lamey made the news public in a letter to friends and associates this past Tuesday, the same day leaders of the organizations informed Board members of the news. Lamey has served as Executive Director of the LDFC and Lowell Plan since replacing Jim Cook in January of 2020.
“It has truly been a privilege to work with the Lowell Plan and the LDFC,” Lamey tells InsideLowell. “I am grateful for the opportunity to work alongside many partners committed to moving Lowell forward. While my career is taking me in a new direction, my roots remain in Lowell, and I look forward to staying connected and engaged in the community I love.”
Lamey’s new role will have her working under former Lowell Assistant City Manager Adam Baacke, the Commissioner of DCAMM.
In yet another Lowell connection, the search for Lamey’s replacement is being headed by Community Paradigm Associates. The consulting firm was founded by former Lowell City Manager Bernie Lynch, whom Baacke worked under.
“Lowell is at a critical point in its history,” noted LDFC President James Hogan and Lowell Plan Co-Chairs John Power and Gary Campbell in their letter to Board members. “We are great when we stick together, and we pursue common goals. City, state, and national leadership, in partnership with the private sector, are what will make our city thrive. Both the LDFC and the Lowell Plan are critical parts of this work, and we pledge to get the best person we can find to help move our city forward. Thank you. We look forward to Bernie Lynch hitting the ground running and achieving great success.”

With all the vacant state court buildings in Lowell today, maybe Allison will light a fire under DCAM to plan better and proactively.
Amen!
Adam Baake snatched her right up. Just like he did 20 years ago.
Good call both times. This is a very capable person. Good for Massachusetts.
