Lowell – Candidates, their representatives and the public are invited to attend a drawing of names at 10:00AM, Friday, August 8, in the Mayor’s Reception Room at Lowell City Hall, 375 Merrimack St. The random drawing is held to determine the order in which candidate names will appear on the September 9, 2025, Preliminary ballots in City Council Districts 3, 7, and 8.
By law, Preliminaries are held when there are more than twice the number of candidates than there are to be elected, and ballot order is determined by lot. A Preliminary will be held for District City Councilor in District 3 (Ward 3, Belvidere), District 7 (Ward 7, Acre), and District 8 (Ward 8, Upper Highlands) on September 9 to narrow the field of candidates down to two, who will face off on the November 4 Election ballots.
An “unofficial” list of candidates was released on July 22, which the Lowell Elections Commission is expected to formally certify at their August 5 meeting. The deadline for candidates to withdraw or objections to be filed is 5:00PM on August 7, 2025.
November Election ballots will list incumbents first followed by challengers arranged in alphabetical order according to their surnames.
At the drawing, Director of Elections Will Rosenberry will provide important information on how the public can be prepared to vote in the upcoming Preliminary and Election and expects to provide an update on the In-Person Early Voting schedule.
For those who cannot attend the drawing in person, the event will be broadcast live by Lowell TeleMedia Center (LTC). Tune in on Comcast Channel 6, stream online on LTC’s website, or watch live on LTC’s YouTube channel.
Voters are reminded that they can register to vote, check their registration or find their polling location at www.voteinma.com. In-Person Early Voting and Vote By Mail will be available and voters may request mail-in ballots now at www.mailmyballotma.com. Polls will be open from 7:00AM to 8:00PM on September 9 and November 4.
