LOWELL – The Lowell City Council has approved the 2025 Municipal Election Calendar and determined that if necessary, a Preliminary Election will be held on Tuesday, September 9, 2025. Preliminary Elections are held for offices wherein there are more than twice the number of candidates than there are to be elected. The General Municipal Election will be held on Tuesday, November 4, 2025.
Nomination papers for candidates to run for City Council and School Committee will be released on Tuesday, June 10, 2025 and candidates will have six weeks to gather and submit at least 150 certified signatures to have their name listed on the ballot.
The 2025 In-Person Early Voting locations and schedule have yet to be determined. According to Director of Elections and Census, William Rosenberry, “I expect that the Elections Commission will be making their recommendation soon and submit it to the City Council for a vote.” Mail-in ballots will be available upon written request by a registered voter, or voters may apply online at www.mailmyballotma.com.
The City Council will determine a new polling location for voters in Ward 4, Precincts 3, 3A, and 4, as well as Ward 7, Precinct 2. The Rules and Election Law Subcommittee, chaired by Councilor Sokhary Chau, will evaluate alternative locations to ensure accessibility and efficiency for voters in these precincts.

Rourke.
