InsideLowell has learned that Jerry Flynn, a former Lowell Police Officer and longtime Police Labor leader, has been tapped by the incoming Trump Administration to serve as the United States Marshal (USM) for the District of Massachusetts.
Flynn issued a “no comment” in response to a text seeking comment earlier this morning. His appointment is subject to United States Senate approval, but that process doesn’t begin until after Trump’s inauguration January 20.
Flynn was an early supporter of the former, and now incoming President. In December of 2015, Flynn’s New England Police Benevolent Association endorsed then candidate Trump. The group echoed that endorsement in 2020 and again in 2024.
Flynn began his law enforcement career as a Massachusetts Corrections Officer in 1980, before being sworn in as a member of the Lowell Police Department in September of 1985. While on the force, he received numerous awards and citations and was part of the nationally recognized Community Policing Unit, also serving a lengthy stint as Police Prosecutor in the Lowell District Court.
Flynn’s career as a labor leader kicked off in 1992 when he was elected National Vice President of the International Brotherhood of Police Officers (IBPO) and as a National Vice President of the National Association of Police Organizations (NAPO). He also served as National Vice President of the International Union of Police Association, AFL-CIO (IUPA) and the International Executive Vice President of the United Federation of Police Officers, Inc. (UFPO).
In 2005, Flynn co-founded the New England Police Benevolent Association, serving as its Executive Director.
In 2013, he retired from active duty to concentrate on his labor duties, and in December of 2016, was elected the International President of the United Federation of Police Officers, replacing retiring UFPO International President Ralph Purdy and becoming only the second President in the organization’s 35-year history.
This past Tuesday, New Year’s Eve, Flynn announced his retirement from the New England Police Benevolent Association on his Facebook page, a move believed to be a precursor to his impending appointment to head the District’s U.S. Marshals Office.
If the appointment is approved, Flynn will replace Brian Kyes, who has headed the office since being named by President Joe Biden in October of 2022.
The Massachusetts District is headquartered in Boston, with offices also in Worcester and Springfield.
The United States Marshals Service is the oldest federal law enforcement agency in the country, occupying a uniquely central position in the federal justice system. It is the enforcement arm of the federal courts and is involved in virtually every federal law enforcement initiative.
The duties of the USMS include protecting the federal judiciary, apprehending federal fugitives, managing and selling seized assets acquired by criminals through illegal activities, housing and transporting federal prisoners and operating the Witness Security Program.
