Wellpoint Honors DPW Foreman Kevin Howe as “Hometown Hero”

LOWELL – Kevin Howe, the Lowell Department of Public Works (DPW) employee featured last month on InsideLowell, was recognized by Wellpoint as an honoree in its Hometown Heroes program during a celebration held at DPW headquarters today.

The Massachusetts Health benefits company, in partnership with 98.5 The Sports Hub Bruins Radio Network, celebrates the invaluable contributions of individuals in public service across the Bay State by shining a spotlight on the everyday acts of dedication that keep communities running.

Howe’s commitment to the City of Lowell reflects the essential role DPW employees play in maintaining safe and functional communities.

A 12-year veteran of the DPW Street Division and current General Foreman, Howe works extended hours during major winter storms to ensure roads remain safe and accessible for residents.

“We’re pleased to recognize Kevin Howe as a hometown hero who has dedicated many years of service to Lowell,” said David Morales, General Manager of Wellpoint. “Kevin’s commitment to serve Lowell is a reflection of the important role that Department of Public Works employees play every day in keeping our communities running smoothly. At Wellpoint, we’re proud to support the whole health of city employees like Kevin and all those who work tirelessly behind the scenes to serve their communities.”

Beyond storm response, Howe oversees crews responsible for maintaining city streets year-round, supporting everything from pothole repairs to preparation for community events.

His work, and that of DPW teams across Lowell, often happens behind the scenes but is critical to the daily life of the community.

“Congratulations to Kevin Howe for being recognized as a Hometown Hero. I’m fortunate to have several supervisors like Kevin who have the skillset to create buy-in and motivate members of the staff,” said Paul St. Cyr, Lowell Commissioner of Public Works. “In our organization, we promote servant leadership with the intention that the leader prioritizes serving their team, identifying, and supporting their needs which focus on the growth, well-being, and empowerment of employees. I am fortunate to count Kevin as a member of my team and grateful his actions have been recognized by Wellpoint as a Hometown Hero.”
