The City of Lowell’s Community Development Department is thrilled to invite Greater Lowell Nonprofits and City Departments to submit proposals for the Emergency Solutions Grant (ESG) Program for local fiscal year 2025, starting on July 1, 2024, and ending on June 30, 2025.
These grants are intended to support organizations servicing Lowell homeless households and individuals.
ESG funds, allocated by the United States Department of Housing and Urban Development (HUD), have a significant impact on a wide range of services and programs within our City. These funds can only be used for preventing homelessness or funding homeless shelters.

Approximately $175,000 is allocated annually to the City of Lowell from the federal government. The City cannot spend more than the following amounts on different components:
Administrative $13,125
Shelter and Outreach $105,000
HMIS. Prevention, Rapid Rehousing $56,875

Kindly note that all funding requests for the Lowell ESG Program must be submitted and delivered to the Community Development Department at 50 Arcand Drive, Lowell, MA, 01852, by December 15, 2023, at 11:30AM.
