Fatal Hit and Run Driver Released After 2022 Border Apprehension

Guilherme Campos-Candido, the man charged in a fatal hit and run that took place May 25th in Lowell, had been living in the country illegally following an arrest by U.S. Border Patrol in 2022, according to federal officials.

The information was confirmed to InsideLowell early morning by Immigration and Customs Enforcement (ICE) in response to an email Friday night requesting information about his status.

“U.S. Border Patrol encountered Campos-Candido April 2022 and arrested him for entering the United States illegally,” read the email statement from an ICE spokesperson. “He was released into our country by the Biden administration.”

The social media site Libs of Tik Tok had reported the Brazilian national had “crossed the southern border as part of an illegal alien caravan” and failed to appear for his immigration hearing following his April arrest.

The Lowell Sun reported Thursday night that Campos-Candido allegedly struck and killed 29-year old Leah Kahare last Sunday night at around 9:20pm on Pawtucket Boulevard, near the UMass Lowell Bellegarde Boathouse. The Sun report stated surveillance footage showed a dark SUV driving at a high rate of speed and striking Kahare, before fleeing the scene.

According to the Sun report, the suspect fled the scene and eventually turned himself in two nights later after investigators were able to track him down using Flock and other surveillance cameras to identify the vehicle he was driving. Flock cameras picked up the same vehicle that struck Kahare returning to the scene shortly after the accident, at 9:46pm and 9:51pm, before eventually leaving the city.

A family member in Woburn told investigators Campos-Candido recently moved to Lowell and claims he was delivering for Uber Eats at the time of the incident.

“ICE Boston arrested Guilherme Campos-Candido, a criminal alien from Brazil, during a custody-to-custody transfer May 28 at Lowell District Court in Lowell, Massachusetts,” the ICE spokesperson added. “He will remain in ICE custody at Strafford County Department of Corrections in Dover pending removal proceedings.”

Libs of Tik Tok also reports the suspect was released on $7,500 bail by Judge Mark Fabiano just before being arrested by ICE agents.

A Lowell Police source told InsideLowell Campos-Candido had no prior criminal history in Lowell or in Massachusetts, prior to last Sunday night.
