InsideLowell has learned that Captains Stephen Gendreau and Frank Nobrega will be promoted to fill the two open Deputy Superintendent positions on the Lowell Police Department.
One of the Deputy slots opened when Greg Hudon was sworn in as Superintendent on May 1st. The other slot was created under a reorganization plan by Hudon and approved in the Fiscal Year 2024 budget just last week by the City Council.
Gendreau, a 27-year veteran of the force, has been serving as Commanding Officer of Operational Services. Nobrega, who has been with LPD for 30-years, was Commanding Officer of the Investigative Services Division.
“Having such a great pool of internal candidates made this a very difficult decision,” Hudon tells InsideLowell. “Captain Gendreau is a no nonsense, highly competent leader who has run some of the city’s most high profile events like the Lowell Folk Festival. Captain Nobrega worked his way up the ranks and was very instrumental in shaping and leading the Investigative Bureau. Both are highly respected within the department.”
Gendreau and Nobrega will be sworn in during a 10am ceremony tomorrow morning in the Mayor’s Reception Room at Lowell City Hall.
