Another Passenger on the SS ADU Abandons Ship

Last week we reported that the ADU Ordinance appeared DOA, with a pair of former supporters about to abandon the fight. Today comes confirmation that another “Yes” vote has turned to no.

District 3 (Belvidere) City Councilor John Leahy tells InsideLowell that he’s going to vote against the proposed ordinance tonight, citing increased opposition to the measure and saying “at this point in time, after answering a flood of emails, I realize that people in District 3 are not supporting this and I will vote accordingly.”

Leahy’s decision means a likely 7-4 defeat for the ordinance, which up until last week seemed a lock to garner a 7-4 vote of approval. Sources tell us Mayor Sokhary Chau and Councilor Vesna Nuon are also likely to switch their votes, as pressure to defeat the ordinance intensified and a meeting in Belvidere last Saturday reportedly saw about 300 people show up, almost all voicing strong opposition to the controversial plan.

With defeat on the council floor appearing imminent, attention now turns to Massachusetts Legislative efforts to pass a statewide ADU law. Governor Maura Healey is also unveiling her Housing Bond Bill at the State House tomorrow morning. Reports are circulating that it will include an “ADU by Right” provision.
