After months of speculation about her intentions, it appears Suzie Chhoun has decided to forego a re-election campaign for District 3 (Belvidere & South Lowell) School Committee and challenge incumbent Kim Scott for the District 5 (South Lowell) City Council seat.
Chhoun had been rumored to be leaning in that direction over the last several months, asking several people for their support at a recent fundraiser for State Representative Vanna Howard. Over the last couple of weeks, she did not respond to multiple requests for comment. However, the Massachusetts Office of Campaign and Political Finance listed her as having established an account to run for City Council within the last 15-minutes.
Chhoun ran a competitive campaign in 2021 against Andy Descoteaux for the District 3 School Committee seat. Descoteaux stepped down in March of 2022 citing health reasons, less than three months after being sworn in. Chhoun took the oath of office at the next S.C. meeting and has served since.
She was vocal about a potential Council challenge shortly after losing the school race in ’21, apparently motivated by Scott’s vote for Sokhary Chau over Vesna Nuon for Mayor, but there were questions whether her ascension to the School Committee and incumbent status would lead her to seek re-election there.
Former School Committee and City Council member, Dave Conway, declared his candidacy for the District 3 seat in February. Whether Chhoun’s apparent decision leads to another challenger entering that race remains to be seen.

What does this move do for her. She has only filed 6 motions in the last year. I am sorry but just sitting there for the ride to end doesn’t fly with me. Do something for the schools before you jump into the waters of city council government. Riding peoples curtails isn’t the way to make it. What would anyone expect of her if she won? My answer is NOTHING
She didn’t get arrested after a bar fight, so she’s already off to a better start than some other city council candidates.

I have been going to South Lowell neighborhood meetings since they were held at the Saint Maries Church hall(now the Holy family) The Primitive Methodist Church and Sacred Heart hall and I have never seen Susie Chhoun at one meeting and we have had MANY and continue to do so, next one in September, Thanks Jeff Thomas for putting out the notice. If anyone running for City Council is really interested in the South Lowell Neighborhood they would have attended and let the neighborhood know they are concerned about issues. Kim Duggan Scott our current City Councilor representing South Lowell has been great, answers all calls and shows up at the meetings and takes copious notes and follows through. We need someone who really cares about this area we have gone too long without our very own rep and Kim Duggan Scott is the real deal.
