Rep. Elliott Tabs Lowell’s Dominguez as Caribbean of the Commonwealth

16th Middlesex State Representative Rodney Elliott proudly presented Ineabelle Dominguez with a citation as part of the Second Annual Caribbean of the Commonwealth Breakfast, hosted by the Boston Caribbean American Association

The special event, held at the Massachusetts State House Great Hall, honors distinguished members of the Massachusetts Caribbean community and celebrate their ongoing contributions to the Commonwealth and to recognize and uplift the vibrant Caribbean presence across our state.

Rep. Elliott recognized Dominguez in recognition of her outstanding contributions to the City of Lowell. The Lowell resident has been employed in the City Manager’s Office since June of 2022. She was promoted to Chief Diversity, Equity, and Inclusion (“DEI”) Officer in July of 2023 and is the second individual to hold the title since it was created by Ordinance of the City Council in August of 2021.

Dominguez holds a certificate from Cornell University in Diversity & Inclusion Leadership and a degree from Middlesex Community College in Lowell. She came to City Hall with over 20 years of professional experience with the Lowell District Court.

In 2016, she began working as the Cultural Proficiency Ambassador and worked on DEI initiatives with the Court System.

Since joining the staff in the City Manager’s Office, Dominguez was appointed a co-facilitator of the Center of Truth, Racial Healing, and Transformation for Middlesex Community College (“MCC”) and has coordinated the first ever collaboration between the City of Lowell and MCC to offer DEI training courses to City Department Heads and seminars for other city employees.

In her role as Chief DEI Officer, Dominguez strikes to ensure professional and organizational efficiency in the application of prescribed policies, procedures, and methods. She is a key stakeholder in developing and implementing a comprehensive strategy aimed at fostering a more inclusive workforce that is better positioned to serve Lowell’s diverse population.
