Lowell – The Lowell Elections Commission is sending notices to voters who failed to respond to the 2025 Annual City Census informing them that their name has been placed on the list of Inactive Voters.
The notice will include a postage paid reply card, and voters who still reside in the City of Lowell are strongly encouraged to respond and return to the list of Active Voters.
Voters whose names remain on the list of Inactive Voters on Election Day will be required to show identification and confirm their residency in writing before being allowed to vote, which can cause delays at polling locations. Furthermore, voters who remain on the Inactive Voters list and subsequently fail to vote in two Federal elections will be removed from the list of registered voters entirely.

I’m confused I live in Lowell and my return envelope for the city census says “Postage Required Post Office will not deliver without proper postage.” This doesn’t sound like a “postage paid reply card” to me. So do I need a stamp or not?
