Chief Gary Hannagan Takes Command of Chelmsford PD

CHELMSFORD — Chief Gary Hannagan was sworn in to lead the Chelmsford Police Department on Monday, bringing more than 27 years of experience and a lifetime of dedication to the community’s service.

Town Clerk Patricia Dzuris and Deputy Town Clerk Maria Companion administered the oath of office, which Chief Hannagan recited before family members, friends, elected officials, community stakeholders, retired police officers, department personnel, and regional law enforcement leaders.

A lifelong Chelmsford resident, Chief Hannagan joined the Chelmsford Police Department in 1999, after graduating from the Lowell Police Academy. He has served the department as a detective, sergeant, lieutenant, and deputy chief.

Chief Hannagan built his career on principles of service, community engagement, leadership, and professional excellence. He has earned a reputation as a collaborative leader committed to building meaningful relationships between law enforcement and the community.

Among his most notable accomplishments has been his leadership in transforming the Chelmsford Police Athletic League (CPAL) into one of the department’s most visible and successful community engagement initiatives. Through tireless effort, innovative programming, and a steadfast commitment to collaboration, Chief Hannagan helped grow CPAL into a thriving organization that serves as a bridge between the police department and the community. Under his leadership, CPAL expanded its reach and impact through partnerships with local businesses, community organizations, volunteers, and residents.

“The success of CPAL is a direct reflection of the incredible partnerships we have built throughout this community,” said Chief Hannagan. “Local businesses, residents, volunteers, and community stakeholders all played a role in creating something special. It demonstrated what can be achieved when people come together with a common purpose, and those same principles of communication, collaboration, and trust will continue to guide me as Chief of Police.”

During his swearing-in remarks, Chief Hannagan reflected on the many individuals who helped shape his career and expressed gratitude to his family, mentors, colleagues, and the residents of Chelmsford for their unwavering support.

“This is not just the town where I work, it is the town where I was raised and where I raised my daughter,” said Chief Hannagan.

Chief Hannagan emphasized his commitment to building upon the strong foundation established by those who came before him while continuing to evolve the department to meet the needs of a growing and changing community. His vision includes strengthening community partnerships, enhancing public engagement, supporting vulnerable populations, investing in officer wellness, and maintaining the department’s tradition of professionalism and service.

Throughout his remarks, he highlighted the importance of transparency, accountability, collaboration, and open communication with residents, community stakeholders, and town departments. He reaffirmed his belief that public safety is most effective when built upon trust and strong community relationships.

Chief Hannagan also recognized the dedicated men and women of the Chelmsford Police Department, crediting their professionalism, compassion, and commitment to excellence as the driving force behind the department’s success.

“The honor of becoming Chief comes with an immense responsibility,” Chief Hannagan said. “I am entrusted with leading an exceptional group of sworn officers and professional staff who serve our community with integrity every day. I will work tirelessly to support them, advocate for them, and ensure that we continue earning the trust and confidence of the residents we serve. Together, we will build upon our proud history while continuing to move the department forward.”

As he concluded his remarks, Chief Hannagan thanked the community for its trust and confidence and expressed optimism for the future of the department.

“Being sworn in as Chief of Police is the greatest professional honor of my life,” said Chief Hannagan. “I am humbled by the trust that has been placed in me and recognize the tremendous responsibility that accompanies this position. My commitment is to lead with integrity, transparency, and accountability while supporting the outstanding men and women of the Chelmsford Police Department. Together, we will continue strengthening our relationships with the community, investing in our officers, and ensuring that Chelmsford remains one of the safest and most welcoming communities in the Commonwealth.”

Chief Hannagan succeeds Chief Colin Spence, whose leadership and dedication to the Chelmsford Police Department have left a lasting impact on the organization and the community. During the ceremony, Chief Hannagan publicly thanked Chief Spence for his leadership and wished him health, happiness, and success in retirement.
