Schools CFO Turner Leaving in June

LOWELL – Lowell Public Schools’ Chief Financial Officer Billie Jo Turner has indicated her intention to resign at the conclusion of this fiscal year – June 30.

Ms. Turner, a Lowell native and LHS graduate, said she is planning to relocate to live closer to her children.

Below is a statement from Superintendent Skinner regarding Ms. Turner:

“Ms. Turner joined Lowell Public Schools as CFO in 2018, at a time when LPS was in a financial crisis and experiencing a transition of leadership. She did an incredible job not only defining the scope and causes of the district’s fiscal troubles, but also working with vendors and the unions to identify how to make cuts without disrupting the core operations of the district. She instituted new systems and efficiencies to prevent a reoccurrence and restore positive balances in the district’s revolving funds. Ms. Turner was crucial to implementing the Fair Student Funding system we utilize to ensure equity among schools in budgeting. She was able to ably guide the district through the fiscal challenges of the COVID-19 pandemic, as well as spearhead the expenditure and tracking of the post-COVID ESSER funds. I want to thank Ms. Turner for her service to Lowell Public Schools and wish her nothing but the best in her future endeavors.”
